You play as one of 12
Unique Mafioso.

Win Mafia Points
(Victory Points) to edge out
your opponents.
Use your Resource Dice to take control of 4 Different Plan Types. Each plan type netting you different advantages:
Player Disruption, Dice Manipulation, Unseen Manipulation.

It is not as easy as
the most dice value wins.

Schemes change up
the winning conditions.
Soldatos bestow the
power to manipulate dice.
Negotiation is crucial. Forming allies and making enemies shake up the outcome. Use other players to shift the situation in your favor.
 

Passive play is not an option.

Balance the board.
Actively deny other players while accumulating MP discreetly. 
Hide your identity. Foresight is required to secure victory.

HOW TO PLAY

Game Setup

Game Board:
– Shuffle all Scheme cards to form a deck
– Shuffle all Opportunity cards to form a deck.
– Place all Soldato tokens in opaque bag.
– Lay Indicator Boards
– Shuffle all the Mafioso cards.
– Draw a number of Mafioso cards = to Number of players + 1
– Place the corresponding reference cards on the playing area
  as a reminder to which Mafioso are in the game
– Deal one Mafioso card to each player (without revealing)
  and keep the extra out of the game
– Set aside the remaining

Each player takes:
– 8 Order Cards:
– 1 Strong and 3 Weak Secure
– 1 Strong and 3 Weak Sabotage
– 2 Scheme Cards drawn from Scheme deck
– 3 Soldato Tokens (randomly drawn from bag) and form a List
– 6 Resource Dice and 8 Assist Tokens of their chosen colour
– 1  Mafioso card and 1 Reference card (of those not in play)
  

 Opportunity Card

– Draw an Opportunity card
– Set 4 plan boards next to their respective indicator boards
according to the Opportunity card
– When all 8 Syndicates are in play, take the
Organise Indicator out of the game,
– A Bribe plan is set instead when an Opportunity card
requires a Organise plan to be set

 

Determine the first player of the round

All players roll their 6 of Resource dice simultaneously and total the values.
– Dice values cannot be changed till Abilities phase.
– The player with the lowest total value chooses the first player of that particular round
– Players with tied dice values reroll their lowest total value die.
This goes on until there are no ties for the lowest total value.

 

Choose Plans

By turn order, set Plan board next to the Indicator Board of the plan type you choose.

 

Bonuses

Position Bonus
– First player draws 1 Scheme card
– Players who are not First or Last can choose 1 Syndicate and look at all Order cards given to that Syndicate.
Lucre Bonus
Lucre is gained by winning Extort Plan during Execution phase.
Lucre accumulates throughout the game and will never be discarded.
Each lucre lets you
-Pick a Soldato from any player and replace it with a Soldato from the list.
The Soldato from the list must display the same side as the Soldato being replaced.
-Roll 1 extra resource Die (Maximum of 9 Resource Die)
-Draw 1 Scheme card
Flip used Lucre tokens down 

Play Scheme Cards

Alter the way Plans are won
– Following turn order, play a Scheme card face down (unless Open Scheme) on a Plan board of your choice.
– Players place their Scheme cards with the arrow pointing towards the player’s colour.
– The owner of the Scheme can check the face of the card at any time.
– You can play as many Scheme cards you have during your turn. You can also choose not to play any scheme.
– Only one Scheme card is allowed to be played on each Plan board.
– First come, First served. Once a Plan Board already has a Scheme card, no other Scheme cards can be played on it.
The phase ends when each player is done with their turn.

Place Resource Dice.

First player and moving clockwise,
– Place dice on the Plans you want
– You must place at least 1 die each turn
– You must have the same or fewer number of remaining dice than the player on your right.
– Plans are won and executed in the Execution phase. 
– Players with highest total value (unless Scheme says otherwise) for each plan will win and execute it.
– The planning phase will continue clockwise and will only be over when all players are out of Resource dice.

Reveal Scheme cards

Simultaneously reveal all Scheme cards played to all players.
 

Activate Soldato Abilities

Control Resource dice placed on Plans
– Activate as many Soldato abilities as allowed to control the Resource dice in planning area.
– All Soldato abilites can be used on Resource Dice of any colour.
– The number of ability sides determines what ability you can activate. If you have more than 1 ability, you may activate either of your abilities.
– The number of value sides determines on what specific dice and how many times you can activate your abilities.
The phase ends when the last player declares that his/her last Soldato ability has been resolved.

Winning Plans

Count the total value of each player’s dice on each Plan board.

– Resolve conditions of Scheme Card on the Plan if any.
– The player with the highest total value wins and executes the plan.
(Exceptions for certain schemes i.e Underhand Attacks)
– In a tie, the player higher up in order of play for the round will win.
(First player always wins a tie)
– When there is no dice on a Plan, the First player will win the Plan.
 

Executing Plans

Collect the spoils for Plans won.

– Bribe Plan: Collect a Bribery token. Bribery token can be used in the Command phase.
– Extort Plan: Collect a Lucre token. Lucre gives you bonuses at the Preparation phase.|
– Recruit Plan: Pick a Soldato token from the list and add it to your existing Soldati. Do not change the displayed side of the Soldato.
– Organise Plan: Take  a new syndicate tile and place it before you.
The Syndicate is now under your control. You must decide now which player/s you want to call upon to assist your syndicate.
 

Assist

Affect Syndicates
– When a player gains control of a new Syndicate, they may call upon any number of players to assist. 
Following the play order
-Players called upon to Assist may:
  1. Accept: Place an Assist Token on the Syndicate Tile
 2. Decline: Move on to the next player
-Players not called upon to Assist may:
  1. Force: Give 1 Lucre or Bribery token to you in exchange for
placing an Assist token on the Syndicate tile. This offer must be accepted.
 2. Do Nothing, Play continues.

Discard all schemes.

Give Order Cards

Order cards determine if Syndicates are sabotaged or secured at the end of 5 rounds.
– Following Play Order, you may give as many Order cards as you want to:
1. The Syndicates you control with an assist token on it
2. Syndicates with your assist token under another player
– Orders are placed face down and unrevealed
– There are 2 different Order types: Secure and Sabotage.
– Each Order type has
1. Strong = 100 points
2. Weak = 1 point
At the end of 5 rounds, Order cards from each Syndicate tile accumulated over the course of the game will be revealed.
– The points from each Order type will be added up separately.
– A Syndicate is considered sabotaged when
Total points of Sabotage Orders > Total points of Secure Orders.
– A Syndicate is considered secured when
Total points of Secure Orders > or = Total Strength of Sabotage Orders.
– Place Order cards on Syndicates based on your Agenda

 

Use Bribery actions

Bribery is gained by executing a Bribe Plan in the Execution phase.
Bribery accumulates throughout the game and will never be discarded.
Each Bribery token lets you:
 – Steal 1 Order from a Syndicate or Player (at random) and add it to your hand.
 – Add 1 Order to any Syndicate, including Syndicate with no Assist token.
 – Swap 1 Order between 2 Syndicates (at random) without looking at the Orders.
The Command phase ends when each player has taken a turn.
A Game of Lawless Empire ends after 5 rounds

Determine which Syndicates are sabotaged or secure

Reveal all Order cards on each Syndicate tile
– Determine if the Syndicates are sabotaged or secure by adding up all the points from sabotage and secure orders separately.
– For each sabotaged syndicate,
 1. Remove the Assist Token
2. Flip Syndicate Board to Sabotaged side.

 

Scoring Mafioso Points (MP)

All players reveal their Mafioso cards (If there is no Informant).
When there is an Informant in the game, the Informant player reveals his cards before other players.
– He then gets guesses the Mafioso roles of each other player. One guess per role, per player.
– Total the MP  for each player according to the scoring conditions written on their Mafioso card.
– Add 1 MP to the total for each Lucre, Bribery and Soldato that player has.
 

Declare Winner

The player with the Highest MP is the true Mafioso who has risen to the top.
Players tied in MP win the game together.
